First Counter Proposals from MDCPS Totally Unacceptable
“Is this a typo?” asked UTD President, Karen Aronowitz.
October 11, 2012 - MDCPS counter-proposed UTD’s offers with frozen steps, 1% across the board salary increases and a discussion of the possibility of increased health insurance costs.
MDCPS Proposals from October 10, 2012 Bargaining Session:
#1 - Salary Proposal (click here to view language)
Includes a 1% salary increase across the board with no step movement.
Changes salary experience credit earned for work experience or military experience (Vocational and JROTC teachers). Eligible employees could receive one year of salary credit for every four (4) years of work experience or military service. Current language provides one (1) year for every one (1) year of experience.

Requires employees to complete verification process with MDCPS prior to earning credential pay.
#2 – Appendix E – Rules and Regulations Governing Salary Schedules, Supplements, and Varsity Athletics (click here to view language)
Changes language regarding errors discovered in an employee’s salary adjudication. Errors would only be corrected retroactively back to one (1) year from the date they notify management of the problem. Current contract language allows the employee to seek compensation for payroll errors going back 15 years.
#3 – Article XII – Hiring, Assigning and Transferring Instructional Personnel (click here to view language)
Changes the requirements for certification waivers, especially for CTE, Vocational, and SPED teachers. Also changes requirements for teachers who sign out-of-field waivers. Employees who do not comply with specific requirements will be terminated.
#4 – Article XIV – Leaves/Vacation/Temporary Duty (click here to view language)
Changes the payout of the good attendance incentive to the end of July rather than July 15th.
Changes the eligibility for holiday leave pay, making it more restrictive by disqualifying employees from receiving holiday leave pay if they are on unauthorized leave status.
Changes the terms of eligibility of all extended leaves (except for parental leaves) limiting such leave to employees with 10 or more years of continuous employment with MDCPS.
Changes the language for employees who take a leave of absence to work in a charter school. Employees who discontinue employment with a charter school mid-year would be terminated from MDCPS employment unless the charter goes out of business.

Future Bargaining Dates Set
President Aronowitz responded to the proposals saying, “We need to time to examine the impact of each proposal before we respond formally.” With that, she ended the bargaining session.
We return to the table October 15 with our response.
